My boss clarified this morning: his request to consider a trip to Germany was just to gauge my interest, and that we didn’t have to decide in 24 hours. ->Phew!<- I told him that I am interested enough to ask for more details and information, and he said that he would pass that on to the people in Germany.
So the process will take longer than we thought (Which isn't saying much, I guess), and even if all went smoothly, it's probable that it will be a few months before we'd have to pick up and fly (if we indeed choose to do so). So we can proceed with investigating tentative arrangements for the house, dogs, and cars in a more leisurely fashion. I'm not sure what I was thinking, misinterpreting my boss so starkly. Probably a combination of the language barrier and Military Kid paranoia/skittishness ("Okay, we all have to move yesterday! Run!!").
